    Combine ground beef, oats, egg, Worcestershire sauce, ketchup, water, dried minced onion, salt, and pepper in a bowl until evenly mixed; form into 6 oval patties.

    Heat a large skillet over medium heat. Cook the patties in the hot skillet until fully browned, 2 minutes per side. Move the browned patties to a baking dish.

    Place onion rings on top of the patties. Mix mushroom soup and milk in a bowl; pour over the patties. Cover the baking dish with aluminum foil.
